The Common European Framework for Languages The introduction by the Council of Europe of the Common European Framework for languages means that students' levels of language competence will be assessed according to the six levels defined in the Framework. European citizens will possess a European Language Portfolio and a Europass which will facilitate the free movement of labour throughout the European Union and to the 46 member states of the Council of Europe. These pages aim to build on the Council of Europe's downloadable documentation. Important questions; How is a level defined and what do the definitions mean? How can I assess my students' levels? How can I use the Framework with my students to define objectives and plan classroom activities?
